About Community Health Resource Center
Community Health Resource Center, Inc. is a Virginia non-profit corporation providing research, education, and technical assistance for community health improvement. CHRC is primarily focused on serving Virginia individuals, agencies and organizations, especially small non-profit organizations with limited technical capacity.
Founded in 1998, CHRC has provided research, technical assistance, or training to hundreds of community-based organizations. We are currently providing assistance to:
- The Virginia State Planning Grant
- The Fairfax County Community Access Program
- The Richmond (REACH) Community Access Program
- The Consumer Health Foundation Healthy Lifestyles Learning COllaborative
Our Staff
Stephen A. Horan, Ph.D.is the founding President and Executive Director of Community Health Resource Center. He offers fifteen years of experience in various consulting and government positions, including several senior positions with the Commonwealth of Virginia. He has directed dozens of projects involving state and local government, hospitals, health systems, health plans, physician organizations, and consumer groups. He holds a Ph.D. with a major in Evaluation Research from the University of Virginia.
Theresa Gardner Cyr, M.S. is a Senior Associate offering more than 12 years of professional experience in various aspects of health care planning, research, and administration. She previously served at the Medical College of Virginia as Director of Cancer Rehabilitation and Continuing Care and Assistant Professor for the Department of Physical Medicine and Rehabilitation. Ms. Gardner Cyr holds a Master of Science Degree from James Madison University.
Dorothy K. (Dee) Holmes, M.S. is a Senior Associate offering more than 12 years of experience in health policy and planning. She has held health policy positions in state government and served as a Principal in Strategic Planning for Blue Cross and Blue Shield of Massachusetts. Ms. Holmes holds a Master of Science Degree in Management from the Sloan School at the Massachusetts Institute of Technology.
